Later, in the second Chapter, held at Viglas Castle on 13 November 2021, the Grand Council, having regard to the prerogative of orders of chivalry, which states “that the sovereignty of an Order also derives from the ownership of ancient possessions” considering that Viglas Castle belonged to Emperor Sigismund and later to his wife Barbara von Celje, founders of the Order of the Dragon, unanimously decided to consider the Order as a subject of international law, naming it “Sovereign International Ordo Draconis”.
